Latimer, Contract Specialist, Acquisition Branch B, 6120 Executive Blvd., EPS/800, Rockville, MD 20892, 301-402-3068. 3826 - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The National Institutes of Health intends to award a sole source Firm-Fixed Price type contract to Carl Zeiss Inc. One Zeiss Drive, Thornwood, New York 10594. A proposal is being requested from Carl Zeiss, Inc. and a written solicitation will not be issued. The solicitation number is 263-96-P-CS-0030. The provisions and clauses are those in effect through Federal Acquisition Circular 90-37 of January 26, 1996. The Standard Industrial Classification Code and Small Business Size Standard is 3826 and 500. The solicitation closing date is 15 days after publication after the Synopsis/Solicitation. The Digital Ratio Imaging System with Real Time Video Based and Photometry Based Rationing shall have the following salient characteristics and features and shall also provide for the functions as follows: Simultaneous video acquisition, analysis and viewing of ratio, single excitation and/or transmitted light images. Calibrated excitation and/or emission rationing with simultaneous background subtraction shading correction, and exclusion with up to 99 Regions of Interest (ROI) plus post-experimental analysis from stored images. Windows software for experimental flexibility. Simultaneous or sequential multi-dye capability. Integrated Atto data analysis software (Atto Graph) which can also be run on any PC type platform. Integrated with Atto Graph is Atto View which allows flexible image viewing from experimental data sets. Thirty full field image (512x480) ratios per second acquisition rates can be realized with the new patented ratio arc high speed illumination system. US Patent #5,491,343. Dual dye technology for analysis of simultaneous dual dye experimentation such as FURA-2 and Cyclic Amp. US Patent #5,332,905. Intensified CCD camera shall mount directly to the existing Zeiss Axioskip FS without the need for any adapters. The system shall include dual port with 665 dichroic, permitting simultaneous infrared Nomarski and Fluorescence ratioing. Filter slots in dual port allow analyzer and barrier filter to be placed in front of separate detectors. Orbital stage assembly shall have the following characteristics: Integrate with existing Zeiss Axioskop FS microscope without the need for machining. Accept up to sic micromanipulator holders. Provides for two micromanipulator holders to mount existing micromanipulators. Manipulator holders shall be viable at any point around the optical axis of the system. The XY plane translation base shall provide for XY motion of the complete microscope via ball bearing supports, or better, over a range of one inch by one inch. Water immersion objective shall provide for the following: Magnification of 63X, or better. A working distance of 1.45 millimeters. A numerical aperture of o.0. Ability for immersion into aqueous and saline containing physiological experimental media. Electrical isolation of the objective from the specimen and protection of same from the salinity levels of the media, by use of a ceramic coating or better. Image processor shall provide for the following: Image averaging, subtraction, real time background subtraction, accumulation, masking, sequential subtraction, tracing, and rapid transition isolation. Fourteen or more user adjustable digital look-up tables for image enhancement of which any three may be selected for display. Display functions including pseudocolor, edge sharpening, split screen, superimposition, and real time 2X and 4x zoom. Measurement functions including trace point, area profile, 3-D profile, and histogram. Resolution of up to 1024X483 pixels or better. SCSI interface, hardware and software to transmit digital images to a PC or Macintosh based platform. The host computer shall control the photometer head to provide one thousand ratios per second. The host computer shall provide for the following: Pentium processor with 90 MHZ clock rate or better. Video RAM OF 3MB or better. EIDE hard disk of 1GB or better. RAM to equal 16MB or better. Two serial ports or more. Three parallel ports. Installation, testing and demonstration of correct operation with the existing Zeiss Axioskop FS Infrared DIC system already installed to provide for an integrated fully functional system. Requirement for Descriptive Literature: Descriptive literature must be furnished as part of the synopsis/solicitation. The literature furnished must be identified to show the item in the synopsis/solicitation to which it pertains. The descriptive literature is required to establish, for the purposes of synopsis/solicitation and award, details of the product the vendor proposes to furnish as to materials, components, performance characteristics, etc. Failure of descriptive literature to show that the product offered conforms to the salient characteristics/specification and other requirements of this Solicitation will require rejection of the offer. Failure to furnish the descriptive literature by the data specified in the Synopsis/Solicitation will require rejection of the proposal. NOTE TO BIDDERS/OFFERORS In compliance with Public Law 94-168 ''Metric Conversion Act of 1975'', Public Law 100-478, ''Omnibus Trade and Competitiveness Act of 1988'', and Executive Order 12770, ''Metric Usage in Federal Government Programs'', the U.S. Government encourages the use of items that are manufactured and/or fabricated in accordance with Metric dimensions and/or capacities to satisfy this requirement. This is a synopsis/solicitation. Concerns that respond to this notice shall furnish concise response directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall provide pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished should include enough material to conduct a proper evaluation. Not withstanding Note 22, the response time to this synopsis/solicitation is 15 days after publication. (0200)
