synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR), Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation, proposals are
being requested and a written solicitation will not be issued. The
solicitation number N00421-96-Q-1072 is hereby issued as a Request for
Quote (RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisiton Circular 90-37
and Defense Acquisition Circular 91-10. This action is not set-aside
for small business. The Standard Industrial Code is 3577 with a small
business size standard of 1,000 employees. This will be a Firm-Fixed
Price contract. The Government intends to solicit and negotitate the
proposed contract on a SOLE SOURCE BASIS with Digital Equipment
Corporation (DEC), 6406 Ivy Lane, Greenbelt, MD 20770-1443 under the
authority of FAR 6.302-1. DEC is the sole qualified supplier of this
equipment. This notice of intent is not a request for competitive
proposals. However, interested parties may submit a proposal in which
they identify their interest and capability. All proposals received
within 10 days of this notice will be considered by the Government
solely for the purpose of determining whether to initiate a competitive
procurement. The Government reserves the right to process the
procurement on a sole source basis based upon the responses received.
The Government will not pay for any information received. The contract
line item number is CLIN 0001 - DEC Alpha Server 2100 4/275 System,
quantity one (1). Description of the requirements for item to be
acquired: Be compatible and interoperable with existing DEC system
architecture and be in compliance with the Naval Air Warfare Center,
Aircraft Division's present broadband and future fiber optic networks,
the Navy Wide Area Network (NAVWAN), and the Naval Air Systems Command
(NAVAIRSYSCOM) Headquarters Network (NHN). In addition, the server
components must provide expansion capabilities for processors, Random
Access Memory (RAM) and disk storage as well as allow for the future
integration of peripheral devices such as printers, CD-Roms and optical
juke boxes. All items shall be delivered within 90 days after contract
award. Earlier delivery is acceptable and desirable at no additional
cost to the Government. Deliveries shall be made F.O.B. Destination to
Receiving Office, Supply Department, Bldg. 665, M/S31, Naval Air
Station, Patuxent River, MD 20670, ATTN: Information Management
Department, Greg Manahan, Bldg. 1490, M/S#1. Inspection and Acceptance
shall be at destination. FAR 52.212-1, Instructions to
Offerors-Commercial Items (OCT 1995) is incorporated by reference and
applies to this acquisition. FAR 52.212-2, Evaluation - Commercial
Items (OCT 1995) does not apply to this acquisition. In lieu, the
following information will be used for evaluation of offerors: The
Government will evaluate DEC's proposal for fairness and
reasonableness, in accordance with FAR Part 13, before making award.
Each offeror shall include a completed copy of the FAR provisions at
52.212-3, Offeror Representation and Certifications - Commercial Items
(OCT 1995) with its proposal. FAR 52.212-4, Contract Terms and
Conditions - Commercial Items (OCT 1995) is incorporated by reference
and applies to this acquisition. The clause at FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
- Commerical Items (JAN 1996) is incorporated by reference, however,
for paragraph (b) only the following clauses apply to this acquisition:

1988). Additionally, each offeror shall include a completed copy of
Defense FAR Supplement (DFARS) provision 252.212-7000, Offeror
Representations and Certifications -- Commercial Items (NOV 1995).
DFARS clause 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items (NOV 1995) is incorporated by
reference, however, for paragraph (b) only the following clauses apply,
252.225-7002 Buy American Act and Balance of Payment Program,
252.225-7012 Preference for Certain Domestic Commodities (NOV 1995),
252.225-7036 North American Free Trade Agreement Implementation Act
(JAN 1994), 252.247-7024 Notification of Transportation of Supplies by
Sea. WARRANTY: The contractor shall extend to the Government full
coverage of any standard commercial warranty normally offered in a
similar commercial sale, provided such warranty is available at no
additional cost to the Government. Acceptance of the warranty does not
waive the Government's rights under the Inspection clause, nor does it
limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict the terms and
conditions of the contract shall take precedence over the warranty. The
warranty period shall begin upon final acceptance of the applicable
deliverable listed in the schedule. This is a DO rated contract. Offers
