SERVICES. Plans, specifications, cost estimates, studies, and
inspection for architectural, civil, electrical, mechanical, corrosion,
fire protection, interior design, asbestos monitoring, landscaping,
sanitary, environmental planning and structural projects, Patrick Air
Force Base and Cape Canaveral Air Station FL. Contract may involve
several projects of varying complexity and may include development and
preparation of (1) plans, specifications, and cost estimates suitable
for accomplishment of construction work by contract; (2) review of
submittals and RFIs (Requests for Information); (3) special engineering
investigations, studies, and pre-bid site visits; (4) construction
inspection; (5) contract scope may require evaluation and disposition
of asbestos materials, asbestos abatement monitoring, heavy metal
contaminated coatings, hazardous waste, and/or pollution control work.
Firms must be prepared to accept the aforementioned as part of their
contract responsibility. This will be an indefinite quantity A-E
contract with a base year and one year option, with a guaranteed first
year minimum fee of $5,000 and a yearly maximum fee of $750,000. Award
to more than one Architect-Engineering firm is anticipated. Individual
delivery order fee amount will not exceed $299,000. The estimated
start date for this contract is January 1997. Firms desiring
consideration must submit both SF 254 and SF 255. SFs 254 and 255 are
also required for consultants or joint firms. Significant evaluation
factors and relative order are: a) Professional qualifications for key
individuals committed to this contract. b) Firm's technical
qualifications. c) Geographic location of the office performing the
work. d) Capability to accomplish the required service: (1) meet
schedules and costs; (2) present and projected work load; (3)
availability of key in-house personnel. e) Past performance. f) Firm's
ability to produce drawings utilizing CADD and delivering the drawings
in 3D Intergraph Microstation PC or 32, version 5 or higher, UNIX or
MS-DOX, digital format. The final product shall be fully functional,
without conversion or reformatting, on the target system. The current
target systems are UNIX, MS-DOS, or MS-DOS/Windows. The ability to
produce specifications using Spectext system in Microsoft Word for
Windows, version 6.0 format, and to product cost estimates in Microsoft
Excel, version 5.0 format. g) Volume of work previously awarded by DOD
contract. Firms desiring consideration must submit appropriate
significant evaluation factor data. Nonresponsive firms will not be
considered by the A-E selection board. Participation by minority
business enterprises is encouraged. Responses must be received within
