intends to award a single contract which will provide the integration
engineering and integration management services needed to: (1) build
portable (across platforms) common support applications and data
segments for the DII Common Operating Environment(COE) and the DII
Shared Data Environment (SHADE), (2) build modular executive software
and environment components for the DII Standard Operating Environment
(SOE), (3) integrate and test the application/data segments with the
modular executive software and environment components, and (4) field
the integrated products globally. These global systems are complex in
that they target shared data structures across functional communities
rather than for a single organization, and are built from reusable
components for use by multiple Department of Defense (DOD) Components.
The seven basic task areas are (1) DII Environment Development &
Distribution and Support, (2) DII Common Support Application/Data
Development and Segmentation, (3) DII Pre-Production Configuration
Management & Distribution, (4) DII Pre-Production Integration, (5) DII
Pre-Production Product Assurance, (6) DII Pre-Production Installation
and Site Support, and (7) DII Pre-Production Laboratory Support. The
successful offeror will provide support for defining, building, and
fielding DII environment infrastructure components (e.g. COE, SOE,
SHADE). It will also provide integration engineering, integration
management, and related services to define, develop, and segment,
field, and support key modular DII Common Support Application and Data
Segments (e.g., Global Command and Control System (GCCS), Global
Combat Support System (GCSS), and other key globally targeted DISA
initiatives). The successful offeror will also provide support in
certifying all applications as being DII COE/SOE and SHADE compliant,
allowing the functionality of the GCCS, GCSS and the DII SOE itself to
mature, grow, and be configurable to user requirements. An Indefinite
Quantity/Indefinite Delivery contract is envisioned, which will allow
use (1) of delivery orders to execute specific work requirements and
(2) use of all types of pricing methodologies. The Government intends
to award a contract for an initial twelve (12) month period, with
options for four (4) additional consecutive twelve (12) month periods.
The Government intends to award one contract but retains the right to
award separate contract line items to a different contractor if it is
in the best interest of the Government. This acquisition will be a
full and open competition. For purposes of subcontracting
opportunities, the size standard associated with SIC Code 7379 -$18
Million per year averaged over three years -is applicable. Offerors
will be evaluated on the basis of their record of past performance,
technical/program management/ personnel/corporate capabilities, and
proposed cost. A reading library has been established at DISA's
Parkridge Office, Reston, Virginia, to provide offerors access to
written documentation related to contract efforts. Appointments to
