participation on August 14 and 15, 1996 in the Metropolitan Area
Acquisition (MAA) program concept development conference, sponsored by
the General Services Administration and the Interagency Management
Council (IMC) in New York City. The MAA program is envisioned to be a
series of pilot interagency acquisition projects, designed to leverage
the emerging competitive local telecommunications market for local
telecommunications services in selected metropolitan areas. The MAA
program is also designed to encourage and accelerate the pace of
competition in the local telecommunications marketplace by making
available a substantial Federal telecommunications market share to
vendors. The New York metropolitan area has been selected as the first
pilot project in the MAA program. GSA is seeking industry comments to
the Concept Development paper and the issue papers. The papers will be
available electronically on July 19, 1996 via the Internet World Wide
Web at http://www.gsa.gov/maa. The on-line papers will be available in
plain ASCII text version that can be easily read by any word
processor, and a Microsoft Word 6.0 version that will contain the
documents with all embedded graphics and formatting. Parties who wish
to present comments at the conference through formal presentation to a
panel of Federal Government agency members, must register and submit
comments (including comments presented at the conference) by August 2,
1996. Parties who have comments but do not plan to present must
register and submit comments by August 9, 1996. Parties who simply wish
to attend the conference without comments or presentation must register
by August 12, 1996. All parties must register for the conference, which
will be held at The Alexander Hamilton Customs House, 1 Bowling Green,
New York, NY 10004, via the above Internet address. The comments can
be sent via the above Internet address and must be in one of the two
above referenced formats. Alternatively, comments may be addressed in
writing (with a copy on a 3.5 inch PC formatted diskette in Microsoft
