The Bureau of Indian Affairs has a requirement for an automated COTS
Mineral and Real Estate Trust Asset Management accounting and
distribution system with a proven performance record in the banking
industry. This system will replace the Bureau's current COBOL
applications operating on an Unisys A17 Mainframe in Albuquerque, New
Mexico. The proposed Trust Asset systems must provide Trust Asset
Management Operations, Revenue distribution and Asset Management
capabilities that will assist in the oversight of the Bureau's Mineral
and Real Estate trust asset management activities. The BIA is looking
to Native American-Owned firms that could provide a total business
solution in the form of a COTS application, data conversion, training
and support in providing technical solution to the areas of the
following MAJOR features: A. Leasing operations with accounts
receivable, mineral or agricultural production monitoring and property
rental; B. Handle fractionated ownership interest involved with
assets; C. Oil/Gas and hard rock mineral trust asset accounting; D.
Real Estate and various type of agricultural trust asset accounting
functions; E. Electronic interface capabilities to financial
institutions and other government computer systems; F. Ad-hoc SQL type
development for special reporting. OPTIONAL Features: G. Geographic
Information Systems Interface; H. Bar Coding capabilities; I. Document
Imaging and Storage. The product offerings must be Open Data Base
Compliant (ODBC) software, operating as central site repository and in
regional locations. The product must have SQL capabilities, the
product must be able to operate in an Open Systems Platform
environment. The software product must be able to interface to major
Trust and Banking institutions. In addition to ''Glossies'' describing
vendor products, prospective should describe the degree to technical
support provided to assist in operation of the product and also answer
questions regarding operation of the product and interpretation of
output products. Vendors should describe the product documentation
(systems documentation, applications documentation) that will be
included with this product. Prospective vendors should address
training, what training is offered as part of the purchase and what
type of additional training is offered for the products. Vendors should
also list prices, conditions such as any limitation on use or license
limitations if there are any and include customer references where the
