Rural Development requires a contractor to provide exclusive broker
services for the sale of Government single-family inventory properties
as well as the active identification of potential eligible applicants
to assume loans that are in the process of being foreclosed or have
been flagged for this servicing action. The properties are located in
the State of Florida in the counties of DeSoto, Hardee, and Polk. The
award will be an indefinite quantity, indefinite delivery contract
covering the period FY 97 subject to the appropriation of funds for
this program mission. The Government's estimate is over $100,000 and
under $200,000. The Go, No-Go evaluation factor is proof of licensed
real estate broker in the State of Florida at time of technical
evaluation. Failure of an offeror to meet the minimum evaluation
criteria in any of the seven (7) factors shall be the basis for
declaring the offeror to b e non-responsive to the solicitation.
Proposal shall be evaluated on a competitive basis with the proposal
that is the best value to the Government becoming the proposal to be
considered for the award. Evaluation Criteria in descending order of
importance are: (1) Past experience with the Rural Development loan
procedures governing eligibility for a loan to purchase a Rural
Development inventory property as well as past experience with the
marketing of properties where the owner is a Rural Development borrower
currently serviced for pending foreclosure or actual foreclosure
action, and assumption by another eligible applicant would end the
foreclosure. (Minimum: Within the past 3-year period sold 5 or more
properties for Rural Development, Veterans Administration or HUD as
broker or co-broker, and processed one or more assumptions of
properties financed by Rural Development; evaluation factor is equal in
consideration to price; 35 points. (2) Documentation of specific
outreach efforts in marketing of properties to those defined minority
and disadvantaged members of the trade area including the
identification of potential candidates in these define groups for
assumption to forestall foreclosure actions. (Minimum: Detailed HUD
Form 935.2 ``Fair Marketing Housing Plan,'' along with narrative
statement of process of matching eligible applicant with Rural
Development borrower whose loan is flagged for foreclosure.);
evaluation factor is considered to be greater than price; 30 points.
(3) Knowledge of local real estate market (Minimum: At least 2 years
selling experience in local area for sales of single family dwellings);
evaluation factor is considered greater than price; 20 points. (4)
Office facilities and parking facilities (Minimum: Official office
established as a real estate brokerage service at the time that the
proposal is submitted with the official office located within 50 miles
of the Community Development Office to be served.); evaluation factor
is considered less than price; 10 points. (5) Availability of broker
and/or agents (Minimum: A full-time sales agent available Monday-Friday
at the official office site identified in the proposal with coverage on
weekends by a broker or sales agent who may provide this service via an
answering service and/or paging service); evaluation factor is equal in
consideration to price; 10 points. (6) Advertising Plan and Innovations
to be utilized in marketing (Minimum: A weekly ad in publication
identified in HUD Form 935.2); evaluation factor is considered equal to
price; 10 points. (7) Member of the Multiple Listing Service (MLS) for
each trade area to be serviced under the scope of the contract
statement of work (Minimum: Member of MLS for each county to be
serviced or documentation of an established process for immediate
notification of co-brokers on available listings); evaluation factor is
less in consideration than price; 5 points. No telephone requests
