S -- PERFORM JANITORIAL SERVICES AT CHESAPEAKE CITY AND DELAWARE CANAL PROJECT OFFICE, CHESAPEAKE CITY, MARYLAND. SOL DACW61-96-R-0020. Due 082096. Contact Mr. E. Savoy, 215-656-6913, Contract Specialist. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm, fixed price contract for a contractor to perform janitorial services for several sites located in Chesapeake City, Maryland. The period of performance is to commence on or about 1 September 1996 through 31 August 1997 with Four (4) Option Years. Any contract awarded as a result of this solicitation will be subject to the availability of funds for the subsequent fiscal year(s). All work is to be performed in accordance with the terms and conditions as stated in the solicitation. Although cost is one of the factors for evaluation, it is not as important as technical competence. Offerors shall submit their proposals in two separate parts for evaluation; a cost proposal and a technical proposal. The Government will evaluate both technical and cost proposals separately. Evaluation of the technical proposals will include completeness and reasonableness of the information provided by prospective offerors. The evaluation process includes: A) the separation of cost and technical proposals for independent evaluation B) Cost proposals will receive a cursory review to determine the competitive cost range C) Technical proposals will be evaluated for technical acceptability D) The Government may elect to conduct negotiations with offerors whose proposals are technically acceptable (or which may be acceptable without major modification) and fall within the competitive cost range. The Government reserves the right to award a contract on the basis of initial offers without conducting negotiations. E) An award will be made to the offeror whose proposal provides the greatest overall value and is most advantageous to the Government. Technical Evaluation Criteria - Each technical proposal shall be evaluated on the basis of the following factors: NOTE: The Government may reject a proposal if preliminary assessment of the proposal concludes that the proposal is so technically deficient that it is not reasonably susceptible to being made acceptable without major modification. The following factors are listed in ascending order of importance. the subfactors within each factor are listed in descending order of importance): A) Managerial/Organizational Capability - 1) Demonstration of project managerial ability through documented history of timely and successful completion of past janitorial services/projects 2) Demonstration that adequate supervision, staff, and employee resources will be allocated to satisfactorily perform required services 3) Demonstration that current contracts and obligations will not impede timely and successful completion of contract requirements 4) Demonstration of ability to respond quickly to the concerns and inquiries of Mr. Jim tomlin, Project Engineer and Contracting Office's Representative's (COR), on a regular basis throughout the term of the contract. (B) Quality of Technical Proposal - (1) Demonstration of detailed plan for performance of daily, weekly, monthly and semi-annual services and how compliance with the specifications will be achieved c) Qualifications of Staff/personnel 1) Demonstration that all employees assigned to this contract possess at least two (2) year of prior experience in the cleaning/maintenance of public parks and/or recreation areas 2) Demonstration that at least 50 per cent of the employees assigned to this contract possess at least three (3) years of prior experience in performing general janitorial services D) Prior Experience 1) Demonstration of at least two (2) years of experience in providing contracted cleaning/maintenance of public parks or recreation areas. Provide a list of references 2) Demonstration of at least five (5) years of experience in providing contracted cleaning/janitorial services. An award will be made to the offeror whose offer provides the greatest overall value and is the most advantageous to the Government.Solicitation No. DACW61-96-R-0020 will be issued on or about 18 July 1996 with a closing date of 20 August 1996 at 1430 hours at the local place of bid opening.
