Boger (717) 861-8687 (Site Code DAHA36) Provide all plant, tools, material, labor, equipment, and supervision necessary to construct three (3) buildings on the 22.6 acre State College Air National Guard Base, University Park Airport, State College, PA. Basic site work is completed to within 20 feet of building locations. Electrical distribution conduits are installed. This contract shall include installation of electrical distribution conductors. Site roads and parking areas have the base courses completed. This contract shall include installation of wearing course. The buildings consist of a two story, 21,900 square foot Operations and Training building with office space and electronic maintenance areas; also two single story buildings, one 13,200 square foot office and open work area Vehicle and Aerospace Ground Equipment (AGE) building, and a 10,000 square foot Supply and Mobility warehouse. The estimated construction range is between $5,000,000 and $10,000,000. The performance period is 300 calendar days, The solicitation, an Invitation for Bid, will be available no less than fifteen calendar days after publication of this notice, but within thirty days thereafter. The Bid Opening Date will be 30 calendar days after availability of the solicitation. The solicitation is unrestricted as to business size. A copy of these documents will be available for inspection at the United States Property and Fiscal Office, Annville, PA. A solicitation package will also be sent to Dodge Reports, Harrisburg, PA. and the Harrisburg Builders Exchange, a copy will also be available for review at the Base Civil Engineer's Office, PA Air National Guard Base, Harrisburg International Airport, Middletown, PA. Interested concerns should, as early as possible, but not later then fifteen (15) calendar days after publication of this notice, indicate interest in bidding as a prime contractor. Note, only prime contractors are eligible to receive a copy of the solicitation package. A limited number of solicitation packages will be available to prime contractors on a first come first served basis. Any subcontractors requesting a package will be forwarded a copy of the bidders mailing list. Written requests for the solicitation are required. No packages will be issued without a written request. Requests must indicate the firm's business size as a large or small business. The Standard Industrial Classification (SIC) Code for this project is 1542. The applicable small business size standard, including affiliates, is no more then $17 million average annual gross revenue for the last three fiscal years. Each business concern must also include its Federal Tax Identification Number and Corporate status. Corporate status means the concern's designation as a 1) sole proprietorship, 2) partnership, or 3) other corporate entity. A Subcontracting Plan is required for submission and approval prior to award of the contract. All responsible sources are encouraged to submit a bid which shall be considered. Contractors shall consider the time of the year and the construction period taking into consideration the possibility of a winter shutdown at no additional cost to the Government. (0200)
