Furnish all labor, parts, fasteners, tools, transportation and Supervision necessary to install one (1) each Fire Alarm System in Bldg. 104 at Rome Laboratory, Rome, NY in accordance with the technical specifications and drawings. The solicitation number F30602-96-Q0810 will be issued on or about 25 Jul 96. Award will be made on or about 16 Aug 96. All responsible small business sources may submit a proposal which shall be considered. An Ombudsman has been appointed to hear significant concern from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be significant concerns should be communicated directly to the Contracting Officer, E. J. Rena, (315) 330-7518. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at (315) 330-7746. When requested the Ombudsman will maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of quotes or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. This Request for Quotation is to read 100% set-aside for small business.
