(NAVAIRSYSCOM) intends to exercise options under Contract
N00019-96-C-0105 with the General Electric Company (GEC) Marconi
Avionics Limited, Rochester, Kent, England for 5 DFCS test articles,
213 digital flight control system (DFCS) production units for F-14
aircraft, integrated logistics support, and spare and repair parts. The
DFCS program was originally approved as a foreign comparative test
(FCT) program in 1991 and a FCT demonstration program contract was
awarded to GEC in July 1992. The FCT demonstration program was
completed in December 1995 with successful demonstration of the
departure resistance/spin recovery features of the GEC DFCS system. GEC
has also completed DFCS software design and hardware qualification
testing and is currently under contract (N00019-96-C-0105) for
productionization efforts. As a result of the experience gained under
the FCT program and ongoing productionization efforts under Contract
N00019-96-C-0105, GEC is the only source with the expertise,
engineering data, and detailed knowledge of the F-14 DFCS necessary to
furnish the required supplies and services to correct safety of flight
deficiencies within the timeframe required. See note No. 22 - NAVAIR
