The Naval Sea Systems Command (NAVSEA) anticipates releasing a competitive RFP for SPs and LPs in early FY97 with contract award in early FY98. Anticipated quantities are approximately 27 SPs and 95 LPs in FY98 and option quantities of 18 SPs and 72 LPs in FY99. Required production rates are expected to average approximately 2/month for the SPs and 8/month for the LPs commencing 6 MAC. It is expected that the procurement will be full and open competition, although the final decision has yet to be made. Award will be based on a greatest value to the Government determination, price and other factors considered. The Navy currently plans to procure the pulpers, which are part of the Navy's Shipboard Solid Waste Management Program, uitilizing a production drawing package. This the first production buy for the pulpers. This announcement is provided to inform prospective offerors of NAVSEA's plans and to afford prospective offerors the opportunity to obtain the drawing package prior to issuance of the RFP. Prospective offerors are required to purchase the drawing package at a cost of $400.00 which will be refunded if an offer is submitted. Checks are to be made payable to the U.S. Treasury. No personal checks will be accepted. Any revisions to the drawing package will, of course, be furnished without additional charge. The drawings are being provided in advance of the RFP for information purposes only. Therefore, questions will not be accepted. The drawing package, available in hard copy, and the performance parameters for the equipment, may be obtained by written request to Naval Sea Systems Command, Attn: Ms. B.
