Request for Offer (RFO) for one diesel engine and options for two
others -- The work to be performed under this project consists of
providing the labor, equipment, and materials to perform the repairs to
the pump house consisting of removal and replacement of diesel engines
-- The engines provided shall be full diesel, 4 stroke cycle,
stationary type, rated 1350 hp at 1200 RPM (MSL) -- The repairs include
removing the existing diesel engine, replacing the removed diesel
engines with new engines, modifying the existing engine skids as
required to match the shaft alignment of the existing water pumps,
providing new auxillary equipment as required (heat exchangers,
mufflers), making connections to existing services (air, water, fuel,
electrical, controls), and providing electronic data
acquisition/control systems with remote computer terminal -- The terms
''Options'' and ''Additive Alternate'' are used interchangeably within
the Drawings and Specifications of this RFQ -- Complete specifications
will be included in the RFO -- This procurement is being conducted
under the NASA/MSFC MidRange Pilot Test Program approved by the Office
of Federal Procurement Policy on April 16, 1993 -- Prospective
offerors shall request the solicitation in writing -- Transmission of
request by facsimile to 205-544-9162 is acceptable - - Firm date for
receipt of offers will be stated in the RFO -- All responsible business
sources may submit an offer which shall be considered by the agency --
An ombudsman has been appointed to hear concerns from offerors,
potential offerors, and contractors during the preaward and postaward
phases of this acquisition -- The purpose of the ombudsman is not to
diminish the authority of the contracting officer or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them -- When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern
-- The ombudsman does not, participate in the evaluation of offers, the
source selection process, or the adjudication of formal contract
disputes -- Interested parties are invited to call the installation
ombudsman, Susan M. Smith at 205-544-0012 -- Concerns, issues,
disagreements, and recommendations which cannot be resolved at the
installation may be referred to the NASA ombudsman, Thomas S. Luedtke
at 202-358-2090 -- Before consulting with any ombudsman, interested
parties must try to resolve their concerns with the contract specialist
