This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation, No. N00014-96-R-LB06, is issued as a request for proposals (RFP). The small business size standard for this acquisition is 750 and the SIC code is 3229. This acquisition is unrestricted. The Naval Research Laboratory (NRL) needs 20 kilometers of dispersion compensating fiber to use as wavelength-dependent fiber-optic delay lines for microwave signal distribution. The contractor shall provide 20 kilometers of dispersion compensating fiber in accordance with the following specifications. (1) Dispersion magnitude: ) 100 ps/nm x km at 1550 nm (2) Dispersion slope: 0 +/- 0.1 ps/nm ^2 x km at 1550 nm (3) Dispersion variation along length: ( 2% (4) Dispersion slope variation along length: ( 5% (5) Splice loss to SMF-DS Fiber: ( 0.5 dB (5) Attenuation: ( 0.5 dB/km (6) Polarization mode dispersion: ( 0.5 ps/km ^0.5 (7) 250 micrometer mechanically-strippable coating (8) All fiber must come from the same pre-form for maximum uniformity. (9) The contractor shall provide a commercial warranty. (10) The required delivery schedule is within 60 days after contract award date. (11) The contractor shall deliver the system (all shipping charges paid) and the Government shall accept the system at FOB destination, NRL, Washington, D.C. The abbreviations in the above specifications are industry standards, however, the following legend is provided: ps = picosecond(s), nm = nanometer(s), km = kilometer(s), dB = deciBells, SMF-DS = single- mode dispersion shifted fiber, x = the multiplication function. The incorporated provisions and clauses of this acquisition are those in effect for Federal Acquisition Regulation (FAR) through Federal Acquisition Circular 90-37 and for Defense Federal Acquisition Regulation Supplement (DFARS) through Defense Acquisition Circular 91-10. The FAR and DFARS provisions and clauses cited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision at FAR 52.212-1, Instructions to Offerors--Commercial Items.
