The INS intends to solicit and negotiate a sole source purchase order with Firearms Training Systems, Inc. to upgrade its model II FATS machine to a model III. The upgrade will allow the machine to operate faster, provide video playback, offer home safety training, and convert the system to the new Beretta 96D service pistol. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
