Standards & Technology (NIST) intends to procure on a sole source basis
with Aspen Technology, Inc. Ten Canal Park, Cambridge, MA 02141 for
Aspen Plus Process Simulator Software License. This software will be
used by the Process Measurements Division for testing data exchange
across different platforms and design programs relevant to the chemical
process industry. This simulator has direct data and model interfacing
with the heat-exchanger design programs of HTRI, HTFS, and B-JAC. This
software is a fully integrated package with graphical user interface
for construction of flowsheets and representation of results, and runs
on a PC 486. The software license will be effective for a two year
period. Delivery is FOB Gaithersburg, MD within 60 days after award. A
sole source with Aspen Technology is required because: 1) the software
is capable of simulating the steady-state operations of a complex
chemical manufacturing facility, including detailed unit operations and
physical property prediction modules; 2) ability of software to freely
and seamlessly exchange data, models and results with other existing
Aspen Technology software, as well as those from the heat-exchanger
design programs from HTRI, HTFS and B-JAC via direct interfaces; 3)
directly compatible with those Aspen simulators employed at Air
Products and Chemicals, Dow Chemical, E.I.Dupont de Nemours & Company,
and Eastman Chemical. Interested offerors may identify their interest
and capability to respond to the requirements by submitting a
capability statement. The capability statement must provide adequate
information and qualifications to provide this type of software. All of
the above must be received for the Government to consider whether to
open this requirement for competition. This notice of intent is not a
requirement for competitive proposals. However, all ''capability
statements'' received within 45 days after date of preparation of this
synopsis will be considered by the Government. This synopsis is for
