B -- DEVELOP AND IMPROVE SCHEMES FOR PHYSICAL AND CHEMICAL PROPERTIES SOL 52SBNB6C9193 DUE 081996 POC David Merrell 301-975-6308/Pauline Mallgrave, Contracting Officer, 301-975-6330 The National Institute of Standards and Technology (NIST) has a requirement for the development of new, and improvement of existing schemes for physical and chemical properties. The extension of the widely-accepted NIST/EPA/NIH Mass Spectral Database to include vapor pressure and retention time estimations, will expand the utility of this database, currently serving thousands of analytical instruments. Vapor pressures & retention times, identifying quantities frequently determined in industrial laboratories, will be used to confirm mass spectroscopic identification of unknown chemical compounds. In the rapidly expanding NIST Structures and Properties Database, high quality estimation schemes will be used in place of time-consuming and expensive measurements. The offeror shall describe in detail the proposed methodology for performing the study above, including proposed estimated hours and hourly labor rate. The study is to be conducted at the contractor's site. A PhD in chemistry is a mandatory requirement. This solicitation, No. 52SBNB6C9193 is a Request for Proposal(RFP). The solicitation document and incorporated provisions & clauses are those in effect through Federal Acquisition Circular 33. The associated Standard Industrial Code (SIC) for this requirement is 3826, and the small business size standard is 500 employees. The Government anticipates award of a fixed-price type contract, with a base year and two 12-month options. Delivery of reports is required on the last normal working day of the sixth and twelfth month following the effective date of the contract or option year, FOB Destination to the Contracting Officer's Technical Representative. Evaluation factors follow: (i) technical capability of the methodology proposed to meet the Government requirement; (ii) price; (iii) past performance, in decreasing order of importance. Technical and past performance, when combined, are significantly more important than price. All responsible sources may submit an offer which will be considered by the agency. See Numbered Note 26.
