Marsha Rodgers (301)975-6398 The National Institute of Standards and
Technology (NIST) intends to negotiate on a sole source basis with
Mitretek Systems, McLean, Virginia, for services to include testing
implementations against the minimum interoperability specifications for
PKI components. The National Institute of Standards and Technology
(NIST) shall conduct a fifteen month effort to develop tests for
conformance of implementations of public key infrastructure (PKI)
components with the Minimum Interoperability Specifications for PKI
Components (MISPC). The contractor shall develop test assertions, a
test design, and a suite of objective conformance tests. They shall
also assist NIST in the execution of the test suite against selected
PKI components. Key personnel shall include a project manager with
expertise in formal test development and experience managing test
development projects.--F.O.B. Destination, Gaithersburg, Maryland-- The
period of performance is from date of award through September 30,
1998.--A sole source with MitreTek Systems is required because: 1)
MitreTek is neutral and impartial, since they do not manufacture
software or hardware for sale and do not work for for-profit companies;
2) MitreTek possesses the necessary expertise in computer security and
public key infrastructure; and 3) MitreTek possesses the technical
expertise and recent experience in test design and development having
recently completed development of conformance tests for FIPS
