Objectives: 1) Provide support to the Training Systems Management
Division, OO-ALC/LIR, who is responsible for providing program
management and logistics support to the Air Force Materiel Command
(AFMC) Training Systems Product Group (ASC/YW) for all training
devices' subsystems/programs/projects and associated items. OO-ALC/LIR
is responsible for ensuring that support is provided in these areas to
all Air Force, Air Force Reserve and Air National Guard activities;
International Logistics Program countries; and other government
agencies where interservice support agreements have been set up. 2)
Provide domestic and overseas support to the trainer modification
programs for fighters, bombers, heavylift/refueling aircraft and rotary
wing aircraft which include, but are not limited to, the list below. 3)
Provide a task order contract for a five year ordering period using one
to three contractors for an estimated potential of $4 million per year
for the total effort. If there are multiple awards, up to three
contracts, each winning contractor will be awarded a contract with a
$100,000 minimum guaranteed. Specific tasks that can be identified up
front will be Firm Fixed Price (FFP) line items. Tasks that can not be
identified up front will be under a Labor Hour line item and task
orders will be competed and awarded based on rates furnished in the
proposals and contractor quotes on hours. 4) Provide flexibility of
ordering specific tasks of variable duration ranging from short (e.g.,
attend a meeting and report back) to long ( configuration management
for the year). 5) Award to contractors who have demonstrated proven
capability in similar support efforts. Past performance will be heavily
weighted. 6) Provide seamless transition from current support
contract(s). 7) Provide best value at reasonable cost. Trainer Systems

T-95, TC-18E (TCT). Requirements: 1) Engineering - engineering services
to include hardware and software support; 2) Acquisition - to include
configuration management, financial support (e.g., budget, life cycle
cost analysis), training, courseware evaluation, testing; 3)
Administration - to include reports, analyses, hosting
meetings/reviews, agendas, briefing support; 4) Materials - equipment
or materials required to support the task order; 5) Travel - to include
overseas support; 6) Data - deliverables will be identified per task
order. Deliverables will be provided in hard copy and/or electronic
format (Word 6.0, Excel 5.0, and Powerpoint 4.0), as applicable; 7)
Security - Some tasks will require security clearances up to Secret.
Solicitation Intent: 1) To process information via the Hanscom
Electronic RFP Bulletin Board (HERBB). You can access this computer
bulletin board by dialing (617)377-1487 with a modem (n,8,1) at any
speed up to 28.8 baud. 2) To distribute and receive information in
electronic format using WordPerfect 6.1 or Word 6.0 on the electronic
bulletin board. Access to and knowledge of these programs/systems are
necessary to be considered qualified for this requirement. Information
regarding this requirement is now on HERBB in draft form and the RFP
will be sent electronically for downloading by interested contractors.

anticipated in FY97. The approximate issue/response date will be 07 Aug
96. No telephone requests. Only written or faxed requests received
directly from the requestor are acceptable. All responsible sources
solicited may submit a bid, proposal, or quotation which shall be
considered. This proposed procurement is under a 100 percent small
business set aside, the size standard for which is 1,000 employees. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
