Rural Development seeks Small Business or 8(a) sources for legal support services in two program areas, the Electric Program and the Telephone Program. The Electric Program requires the following practice areas: 1) corporate, 2) project finance, 3) secured transactions, 4) real estate, 5) cooperative law, 6) environmental law, and 7) energy law. The Telephone Program requires the following practice areas: 1) corporate, 2) telecommunications, 3) FCC administrative law, 4) securities law, 5) environmental law, and 6) satellite communications law. Firms interested in submitting a capability statement must address the following specific areas; 1) a Washington DC office with a law library which must be capable of facilitating legal research related to the practice areas above, conference room and clerical support, for Rural Development attorney use, 2) On-staff attorneys who have experience in the above practice areas, and 3) relevant past experience and performance in providing similar services as above. To verify capability statement information submitted the following must be provided for each action cited; a) Name of the client/customer, b) Contract or grant number (if applicable), c) Dollar amount, d) Time of performance, and e) The name and telephone numbers of the client/customer, contracting officer's technical representative or project officer and contracting/grants officer, if applicable.
