It is the intent of the Government to negotiate a sole source contract with Edco Disposal Corporation, 6670 Federal Boulevard, Lemon Grove, California 91945 under ''other than full and open competition'' procedures pursuant to 10 U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. Only one responsible source and no other suplies or services will satisfy agency requirement. Edco Disponsal Corporation is the incumbent for the refuse collection and disposal services for the City of Coronado under a seven year Franchise Agreement. The Navy's requirement is to provide refuse collection and disposal services for Naval Air Station, North Island, and Naval Amphibious Base in the Coronado's municipality. the existing Franchise Agreement gives exclusive rights to Edco Disposal Corporation to provide refuse collection and disposal for all residents located in the Coronado municipality. Pursuant to the Resource Conservation and Recovery Act (RCRA) 42 USC 6961, and the California Integrated Waste Management Act, Cal. Pub. Res. Code 40000, the Navy is required to purchase the described refuse collection and disposal services from the City of Coronado's exclusive francise hauler, Edco Disposal Corporation NO DEPOSIT REQUIRED.
