of the proposed Federal Building - National Oceanic & Atmospheric
Administration (NOAA), at 325 Broadway, Boulder, Colorado. Based upon
the findings in the Environmental Impact Statement, GSA has decided to
construct the project as described in the agency Record of Decision.
The NOAA Building will contain approximately 236,500 occupiable square
feet (372,000 gross square feet) of space which includes laboratory,
computer, office, conference, machine shop, and other space. Estimated
construction cost is between $40 and $50 million. The pro- curement
will be accomplished by use of the ''Two-Step Sealed Bidding''
Procedures. Offerors submitted technical proposals on June 20, 1996
with- out pricing which have been evaluated by the Government. The
following firms submitted acceptable technical proposals and are
invited to submit sealed bids for the project: 1. Hensel Phelps
Construction Company, Greely, Colorado; 2. Gerald H. Phipps Inc.
Denver, Colorado; 3. Swinerton & Walberg, Arvada, Colorado; 4. Turner
Construction Company, Chicage, Illinois; 5. Walsh Pacific, Monterey,
California. Plans and Specifications will be available on or about
August 5, 1996. Firms will be contacted during the next two to three
weeks to coordinate transmittal of plans and specifications. A pre-bid
conference is scheduled on or about August 20, 1996 at 325 Broadway,
Boulder, Colorado which will include a site visit. Bid opening is
