a combined synopsis/solicitation for commercial items prepared in
accordancemW:h}P=Y3=I5at in FAR Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Sol. No. CNC-95076-MN-29 is
issued as a REQUEST FOR PROPOSALS (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-32. Offerors shall provide unit price,
extended amount, manufacturer name, and total cubic measurement for
the following item: Single conductor cable, 5KV XLP insulated, 250 KCM,
concentric-lay-stranded, copper conductor, 133% tree-retardant
cross-linked polyethylene insulation level, polyvinyl chloride
jacketed, shielded power cable for use in circuits not exceeding 5 KV
phase to phase, temperature of 90 degrees centigrade continuous normal
operation, 130 degrees centigrade for emergency overload conditions,
and 250 degrees centigrade for short circuit conditions. Cable is
intended for use as general purpose power cable, with applications in
wet or dry locations, including conduit, duct, direct burial,
submersible, and aerial installations. The jacket shall be termite,
moisture and oil resistant as well as flame retardant. The conductor
shall be soft drawn, Class B stranded, uncoated copper. The cable shall
meet all the aplicable requirements of ASTM B8, NEMA WC-7, ICEA
Standard S-66-524, AEIC CS-5, UL 1072 and NFPA 70. The cable shall be
factory tested with equipment and methods conforming to the applicable
requirements of ANSI, EIA, IEEE, NEMA and UL standards. Certified
factory tests shall be provided. The cable shall be delivered in reels
not exceeding 3,000 feet of cable per reel. Reels shall be marked ''5
KV CABLE-MT. HOPE INDUSTRIAL DIV., PANAMA CANAL COMMISSION''.
Quantity: 35,000 FEET. FAILURE TO FURNISH TOTAL CUBIC MEASUREMENTS MAY
CAUSE REJECTION OF YOUR OFFER. WARRANTY: standard commercial.
DELIVERY: Within 120 days, F.O.B. Destination Jefferson, LA, Panama
Canal Commission, 6140 Jefferson Highway, Jefferson, LA 70123-5121, OR
within 150 days C.I.F./F.O.B. DESTINATION PANAMA, Panama Canal
Commission, Bldg. 26, Gatun, Republic of Panama, after receipt of
notice of award. A differential will be applied to offers quoted on an
F.O.B. destination Jefferson, LA, basis versus those quoted on a
C.I.F. or F.O.B. destination Panama basis for comparative evaluation.
FAILURE TO PROVIDE DELIVERY TERM SELECTED MAY CAUSE REJECTION OF YOUR
OFFER. Provision 52-212-1, Instructions to Offerors--Commercial Items
(Oct 1995) applies to this acquisition, with the exception of
subparagraphs (d), and (h). Provision 52.212-2 Evaluation, commercial
Items (Oct 1995), applies to this acquisition. The Government will
award a contract resulting from the solicitation to the responsible
offeror whose offer will be the most advantageous to the government.
The following factors shall be used to evaluate offers: Price and Past
Performance (timely delivery of shipment and customer satisfaction;
state name of (3) three customers, contact persons, telephone and fax
numbers during the past 3 years of previous customers to whom you have
supplied this single conductor cable or a similar cable). Price is
significantly more important than Past Performance. OFFERORS SHALL
INCLUDE A COMPLETE COPY OF THE PROVISION?Pu 52.212-3, Offerors
Representations and Certifications-Commercial Items (March 1996), with
their offer. Clauses 52.212-4, Contract Terms and
Conditions--Commercial Items (Oct 1995), applies to this acquisition.
