the Naval Surface Warfare Center, intends to procure multiple copies
of a Software Configuration Management (SCM) System for a 250 user
organization operating in a secure physical and computational
environment. This system shall operate in a software development
environment that features, a multi-year development and support
lifecycle, a software development process similar to MIL-STD 2167A,
parallel development of multiple deliverable products and product
revisions and shared code, data and documentation components across
products/revisions. The software development environment includes
several programming languages such as C, C++, Fortran, and a variety of
supporting documentation tools such as text editors and WordPerfect,
resulting in a variety of machine readable objects which must be stored
and managed. The existing networking and operational environment in
which the SCM shall operate features TCP/IP-based networking, SUN
workstations and Unix, SUNOS and Sun Solaris operating systems, Silicon
Graphics Workstations and the IRIX 5.2 operating system, Cray
Supercomputers and the UNICOS operating system, VAX clusters and the
VMS operating system, command line interface user environments on VT
220 terminals, X Window, Motif, Open Look, 4DWM, MS-Windows, and
Macintosh user environments, SQL-based relational database management
systems where file repositories are currently held in the Unix, UNICOS,
and VMS environments. This system is expected to be a suite of programs
performing a variety of tasks that is seen by the user, a server piece
that handles requests from the client and an underlying relational
database management system operating in conjunction with the server. It
is expected that the client and server pieces may be composed of
plug-in units performing such tasks as workflow processing, software
builds, file compression, SQL report generation, and text editing. It
is further expected that customization of the SCM system will be
performed utilizing a separate developers toolkit software application.
The functionality of the SCM system is not to be limited to
configuration management of software objects, but the storage and
management of documents and the component parts of documents. The tool
suite must perform metrics collection and reporting, object security
and access control, workflow processing, program builds, problem and
change proposal tracking, plus allow other software applications such
as text editors, authoring tools and search and retrieval engines to be
plugged in. It is understood that the system may be composed of a
collection of original and third party software yet the successful
offeror shall be primarily responsible for system performance. Copies
of the system shall be delivered over a three year period with startup
support, training, continuous technical software support services and
system maintenance. Solicitation N00178-96-R-4037 will be issued on or
