ext. 235 The Western Water Policy Review Advisory Commission is
authorized under P.L. 102-575, Section 30, andcharged under that act to
carry out a wide-ranging analysis of western water policy and the
Federal waterprograms and prepare a report to the Secretary of the
Interior by 10/2/97. The Commission is carrying outseparate studies for
six western river basins. This solicitation is for a study of the
Sacramento SanJoaquin River Basin. The goals of this river basin study
are (1) to describe the most critical waterproblems in the Basin
related to economic development, environmental protection, public
health, Tribal self-determination, and public land management, (2)
analyze the effectiveness of Federal and state programs toaddress those
problems, (3) to describe promising initiatives such as efforts to
coordinate resolution ofproblems basin-wide, encourage efficient and
flexible use of water resources, and promote agreement onscientific and
management issues, and (4) to make recommendations regarding the role
and organization ofFederal water-related programs in the future. It is
anticipated that the study will require approximately75 working days
for one or more senior researchers. The anticipated date of the
contract award is 9/15/96and final completion of the project is
expected to be no later than 6/30/97. Each prospective offerorshould
request solicitation No. 1425-96-SQ-81-00098 which will include the
scope of work for the basinstudy. Proposals will be evaluated on the
following criteria: (1) Demonstrated understanding of the goalsof the
Commissions research program and the function of the river basin study
in that program, (2)Demonstrated ability and expertise to carry out
similar research on water policy issues, (3) Specificexpertise relevant
to water management and policy issues in the specific basin studied,
(4) The offerorscapacity to perform the work as specified within the
stated project time frame, and (5) Proposed cost. Thisacquisition is
set aside 100% for small businesses. The SIC code is 8732. Copies of

responding to this synopsis shall submit information relating to
