Indian Affairs requests proposals for a draft analysis of the material
circumstances of the Klamath Indian Tribe. The intent of this study is
to determine the circumstances where a moderate living standard is met
for the Klamath Indian Tribe or what constitutes the material
circumstances of members of the Klamath Tribe and compare those
circumstances to comparable communities. This is a Non-Set-Aside.
Section 7(b) of the PL 93-638 (USC) and 41 CFR 14-1.354 require that
preference opportunities in employment and training be given to
Indian/Alaska Native individuals and that preference in the award of
subcontracts be given to Indian/Alaska Native economic enterprises.
Failure by the contractor to submit a plan for doing so prior to award
or implement same after award shall be sufficient reason for non-award
