Earles, Contracting Officer Firm to provide a comprehensive energy
evaluation study of the West Tenth Street division of the Richard L.
Roudebush VA Medical Center, Indianapolis, IN under Project No.
583-96-1400. The firm selected shall perform the following work: (1)
Investigate and survey the existing energy consuming and generating
systems (ECGS) (includes normal and emergency power distribution,
lighting, cooling, heating and water distribution, HVAC, boiler plant),
(2) Review and evaluate the existing ECGS and recommend
modifications/upgrades, (3) Evaluate the capacity of the existing ECGS,
(4) Evaluate all portions of the existing ECGS with respect to current
pertinent code requirements. Should any code deficiencies be found,
the firm shall also provide recommendations of upgrades which would
bring the system into compliance with current code requirements, (5)
Evaluate the existing physical condition of the ECGS and project the
remaining useful lifetime of the equipment, (6) Provide a Statement of
Probable Construction Cost, including appropriate contingencies for
each recommended measure, (7) Working with the Medical Center, develop
a prioritized plan of action to be used as an energy master plan for
ECGS upgrades, replacements, refurbishments and additions. The master
plan shall include a project implementation schedule and Statements of
Probable Construction Cost, (8) Evaluate the most viable options for
future operating procedure, (9) Identify present loads and expected
future loads, (10) Outline plans to accommodate future system expansion
for growth, (11) Prioritize energy plan with anticipated cost to
perform items in a logical sequence and align Medical Center for
maximum savings, (12) Provide all documentation on MS Word for Windows
(6.0 version) and furnish six (6) copies of plans along with diskette.
Completion time is 180 calendar days. Selection will be based on the
following criteria, listed in descending order of importance: (1)
Specialized experience and technical competence in the type of work
required, (2) Personnel qualifications of the individuals proposed for
the project, (3) Proposed approach/philosophy for accomplishing the
project, (4) Proposed management plan and team organization, (5) Cost
control, including recent past performance in this area, (6) Experience
and capabilities in areas such as value engineering, Life Cycle Cost
Analysis, Energy Conservation, etc., (7) Location in the general
geographic area of the project, (8) Demonstrated success in prescribing
the use of recovered materials and achieving waste reduction and energy
efficiency in facility design, (9) Miscellaneous factors, including
awards received for design excellence, circumstances and outcome of any
litigation over the last five years, and type and amount of liability
insurance, (10) Estimating effectiveness, and (11) Schedule control and
capacity to accomplish the work in the required time. Area of
consideration - firms located within a 200-mile radius of Indianapolis,
IN. Firms are to submit two (2) copies of the SF 254 and SF 255 to
''Contracting Officer (90C)'' at the address listed above. The SIC code
is 8711 and the related small business size standard is $2.5 million.
This is 100% set aside for small business concerns. This is not an RFP.
