Commission (ABMC), in cooperation with the General Services
Administration (GSA), announces the following are program
clarifications in the design excellence notice published June 11, 1996
in Issue No. PSA-1613 and the preliminary program brochure. 1.
Elements of the design should not distract from the Capitol, Washington
Monument, and Lincoln Memorial axis. The tree height is one such
consideration and the tree line height is approximately 50' to 70'. 2.
The program brochure statement of ''nothing can be designed that will
detract from the Mall's east-west vista formed....'' does not lend
itself to precise definition and will be left to the interpretation of
the designer. 3. For the purposes of this competition, the general
pattern of trees along the Reflecting Pool should be considered as a
fixed design element. Trees on either side of the Rainbow Pool, however
are optional. 4. The configuration of the Rainbow Pool has historic
significance as a water element. Design of water elements is permitted
as long as the shape and location of the pool remains unchanged. 5.
The National Park Service 4th of July Fireworks staging area is between
the Rainbow Pool and the Reflecting Pool bordered by the two sidewalks.
There will be no other program clarifications issued during Phase I of
this competition. Phase II participants will be given a more detailed
