The Department of Energy intends to award a sole source contract to Jullien Enterprises, LTD., ofChantilly, VA for upgrade of an existing proprietary Casi-Rusco MAC-542 Entry Control System to the Entry Perfect Control System. The proposed contract will include preliminary systems review, planning and installation of upgraded hardware and software, with maximum possible use of existing assets, with delivery of an operational upgraded system, to include training, on a 'turn key' basis. The system is located in Washington D.C. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award a sole source contract is not a request for competitive proposals. However, all proposals received within 45 calendar days of the date of publication of this notice will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. If a solicitation is issued, no additional synopsis will be published, but the intended contractor and all firms which respond to this synopsis of intent or otherwise request a copy of the solicitation will receive copies.
