Implementation & Verification Branch of the Avionics Systems
Engineering Division (Code 4.5.1.1.2) of the Naval Air Warfare Center
Aircraft Division, Patuxent River, MD requires engineering and
technical services for the support of the P- 3C ASUW Improvement
Program (AIP) and the P-3 Sustained Readiness Program(P3/ SRP). The
effort to be solicited provides for a base year and four option years
of support for the Systems Analysis, Implementation & Verification
Branch. NOTICE: At the end of this synopsis this note will appear: END

document will be faxed to you. REQUIREMENTS: SOW2.0: Provide the
engineering managers with the engineering support and scientific
expertise necessary to analyze, define, specify, procure, integrate and
install the new avionics equipment into the current P-3C platform and
future platforms. SOW 2.1 Provide technical and engineering support in
the assessment of new technologies and methodologies and evaluate
their effectiveness as it applies to the P-3C mission profile. SOW 3.0
SPECIFICATIONS AND DOCUMENTS LIST. N/A at this time. SOW 4.0 Access,
specify and prepare documentation required to install integrate test
and evaluate the performance of existing programs and systems into the
P-3C aircraft. SOW 4.1 DATA PROCESSING, DISPLAYS AND CONTROLS
including Data Processing Set AN/ASQ-222 and associated Displays and
Control systems. SOW 4.2 COMMUNICATIONS including, but not be limited
to, Oasis III, MATT, MINI-DANA, SATCOM terminals and the integration
with future P-3C systems such as JTIDS and MIDS. SOW 4.3 ELECTRONIC
WARFARE SYSTEM (EWS). Including but not limited to the AN/ALE-47
Countermeasures Dispensing System (CMDS), AN/ARR-47 Missile Warning
System, Mission Data Generator and the EWS Display and Control System.
SOW 4.4 SYSTEM INTERFACES including MIL-STD-1553, MIL-STD-1760B, ARINC
429, EIA 343A and EIA 170. SOW 4.5 NON ACOUSTIC SENSORS Support for all
radar systems and subsystems in particular, the APS-137 radar system
and associated components. SOW 4.6ELECTRO-OPTICAL SENSORS. Including
the Infrared Detection Set (IRDS) and the AN/AVX-1 Electro Optic
System. SOW 4.7 ARMAMENT Definition, design and implementation of the
interfaces and controls associated with new missiles such as the new
Maverick and SLAM missiles that are to be installed on the P-3C
aircraft. SOW 4.8 AIR VEHICLE ENGINEERING Non -Destructive Inspection
and Test, Materials Engineering, Structural and Fatigue Analysis SOW
4.9 NEW PROGRAM TECHNICAL SUPPORT. Including improved data processing
equipment, new memory devices, mass storage devices, digital and analog
recording devices, new sensor technology, display technology,
navigation processors, weapon systems, and communications. SOW 4.10
TECHNICAL PLANNING Including technical development plans, definition of
specific equipment development efforts and programmatic requirements
needed to meet stated program objectives. LABOR CATEGORIES AND
ESTIMATED LEVEL OF EFFORT The following list covers the Level of Effort
for the Base and each of the four option years. (1) Program Manager @
1884 hours, (2) Principle Engineer @ 4698 hours, (3) Senior Engineer @
5652 hours, (4) Engineer/Analyst @ 1884 hours, (5) Junior Engineer @
1884 hours, (6) Engineer @ 1884, (7) Cost Analyst @ 942 hours, (8)
Technical Writer @ 942 hours, (9) Senior Data Specialist @ 471 hours,
(10) Data Technician @ 471 hours, (11) Clerical @ 471 hours. The total
estimated level of effort for the Base Year is 21183 hours. The total
for the entire effort is 105915 hours. These estimates and
requirements are preliminary only and are subject to change in the
solicitation. The proposed solicitation is a 100% Set Aside for Small
Business concerns. The Standard Industrial Classification (SIC) Code
for this effort is 8711 which has a size standard of $20.5 Million in
