Cason, (360) 956-2471 Professional land surveying services are required
for the monumentation and posting of National Forest boundaries. The
project consists of up to two sections, up to 1 each corner searches,
control survey, up to 19 each corner monumentations, up to 7.25 miles
of marking and posting, up to 1 each maintenance of existing corners
and up to 1.1 miles of right-of-way/engineering survey. This project is
located on the Hood Canal Ranger District, Olympic National Forest,
Jefferson County, Washington. Estimated start work date is September
15, 1996. Contract time will be approximately 210 calendar days.
Interested and qualified firms are invited to submit Standard Forms 254
and 255 and supplemental narrative and samples as follows: (1) Give a
brief description of steps you will use to complete a project of this
type, (2) Describe your conner search process. (3) That measurements
and observation techniques will be used to assure compliance with
contract specifications? (4) Some examples of land survey problems you
have encountered on similar projects and how you resolved them. (5)
How will corner monumentation be accomplished? (6) How will marking and
posting be accomplished? (7) How will control survey be accomplished?
(8) How will you accomplish the research needed? (9) Name, registration
number, and percent of time professional land surveyor in charge of the
project will spend on each phase. (10) Submit a copy of a recent survey
plat that is representative of your cadastral survey work. Submittals
will be evaluated according to the following criteria: Professional
qualifications necessary for satisfactory performance of required
services; Specialized experience and technical competence in the type
of work required; Capacity to accomplish the work in the required time;
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; Location in the general geographical area of the
project and knowledge of the locality of the project (provided that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project); Computer-assisted
drafting capability and capacity; Adequacy of facilities for
performance of the work including those necessary to provide
specialized services that may be required; Volume and nature of present
workload as it relates to ability to perform the work required;
Experience and qualifications of proposed key personnel including
specialized technical skills, project coordination and management
skills, and experience in working together as a team; Availability of
additional contractor personnel or consultants to support expansion or
acceleration of the project; The volume of work previously awarded by
the Forest Service will be evaluated with the objective of effecting
an equitable distribution of the contracts among qualified A-E firms,
including minority, 8(a), or small disadvantaged firms that have not
had prior Forest Service contract; And, as prescribed in Forest Service
Acquisition Regulation 4G15.605(f) additional points may be assigned or
credit given to potential contractors that are or will subcontract with
certified 8(a) or other small disadvantaged businesses. This procedure
will be allowed until units have met their small business goals (per
GAO decisions B-223059 and B-223243). Submit responses to the
Contracting Officer. Material will be accepted through September 1,
