The Health Resources and Services Administration proposes to negotiate on a sole source basis with the Association of Schools of Public Health (ASPH), 1660 L Stret, NW, Suite 204, Washington, D.C. 20036, for the purpose of analyzing existing data, supplemented by visits to selected schools of public health for clarification and/or additional information, and prepare a paper concerning the measurement of the skills of communication, interpersonal relationships, and interdisciplinary team training by schools of public health. The ASPH is deemed the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)1.
