The Health Resources and Services Administration proposes to negotiate on a sole source basis with the State University of New York (SUNY) at Buffalo, Department of Psychology, 1300 Elmwoood Avenue, Buffalo, New York 14222, for the purpose of developing an Education Performance Outcome Measures Model (EPOM) targeting Interdisciplinary Rural and Geriatric Education grant programs; and to pilot this EPOM model. The SUNY is deemed the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)1.
