This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. Solicitation number N00146-96-R-0042 applies and is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 90-37 and Defense Acquisition Circular 91-10. This requirement is for a firm fixed price contract for three line items as follows: Line item 0001: Quantity 50 Each; Item Description: 8 Cu Yd Refuse Container, heavy duty front loading container with two sliding doors; walls - min. 12 gauge; floor - min. 10 gauge; sleeves - min 7 gauge; lids - plastic; bump pads - min 10 gauge; drain - 1 1/2'' pipe coupling; hinges - min. 4' x 1/4''; paint - primed (phenolic) and painted brown enamel. Line item 0002: Quantity 1 Each; Item Description: 25 Cu Yd Refuse Container, type: roll-off container with open top and tapered sides; 22'L x 53''H x 88''W; dino understructure. Must be compatible with Truck Model type ``D'' P 48; Floor: Min. 1/4'' plate; Wall Construction: Min. 7 gauge sides; Gasketed Rear Door with cam-type closing and uplift latch; Heavy Duty Rear Door Hinges with Grease Fittings; Paint: Prime (Phenolic) and Brown Enamel. Line item 0003: Quantity 10 Each; Item Description: 42 Cu Yd Refuse Container; roll - off container with open top and tarp rail; pull tarps mounted on front with all necessary ropes and hardware; type ``D'', steel protector system with heavy duty multipurpose tarp; min. #54 brackets; dino understructure compatible with type ``D'' truck; floor - min. 1/4' plate; upper wall construction - min. 12 gauge; min. 6'' x 2' x 3/8'' extra heavy duty sills; heavy duty rear door hinges with grease fittings; cam type rear door closing device; ladder on front side; paint - primed (Phenolic) and painted brown enamel. Delivery of all items is required 90 days after award of contract to be delivered FOB Destination to: Receiving, Bay Door T11/T12, Bldg. 159, MCAS, Cherry Point, NC 28533-5040. Acceptance shall be made at destination. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (h), Multiple awards - Delete entire paragraph and substitute ``Award'.'' The Government plans to award a single contract resulting from this solicitation. Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 542.212-3, Offeror Representation and Certifications-Commercial Items. The government intends to make a single award to the responsible contractor whose offer is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: Price, Past Performance, and Technical Capability. Technical and past performance are equal and when taken together are significantly more important than price. Request for Proposals must be received no later than 3:00 PM, local time, 02 Aug 1996. All RFP's not sent through the US Mail will be considered to be hand carried and direct delivered.
