C -- DESIGN OF THE BASE SUPPLY COMPLEX, VERMONT AIR NATIONAL GUARD BASE BURLINGTON IAP, VERMONT Contact Point, Contracting Officer, CW4 Mary Jean Suits, (802) 654-0185. The proposed design work includes contract drawings, technical specifications and detailed cost estimate for construction. The complex shall consist of a supply warehouse, supply shed, administrative area and hazardous material pharmacy for a total of 36,500 square feet. There is associated paving for road access and parking. This complex will be located at the Vermont Air National Guard Base, Burlington IAP, Vermont. The A/E firm will have to utilize civil, architectural, structural, mechanical, electrical and environmental to perform this project. The estimated cost of construction is between $1,000,000 and $5,000,000. The negotiated firm fixed price A/E contract will be negotiated for investigative/conceptual (Type A) services, design (Type B) services and inspection (Type C) services. All interested firms must submit updated SF 254/255's to the Air National Guard. Firms having recently submitted updated SF 254/255's to the Air National Guard within the past twelve months need not resubmit, however, a letter requesting consideration for this particular service will be required. Additional supporting material may be submitted at this time. Firms desiring consideration shall submit appropriate data as described in Numbered Note 24 NLT 30 days from the date of this publication to Major William P Kelly, Civil Engineer, 158th CES/CEE, 30 Falcon Street, So Burlington, Vermont 05403-5873. Specific evaluation criteria in descending order of importance is as follows: 1) Professional qualifications necessary for satisfactory performance of the required services. 2) Specialized experience and technical competence in type of work required. 3) Capacity to accomplish the work in the required time. 4) Past performance on contracts with Government Agencies and private industry in terms of cost control, quality of work and compliance with performance schedules (provide specific data if available). 5) Location in the general area of the Vermont Air National Guard Base and knowledge of locality. 6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 7) Volume of DOD work previously awarded to the firm (This is an inverse criterion with the object of effecting an equitable distribution of DOD work among qualified sources). Contract numbers, award dates and total negotiated fees for any DOD contracts awarded in the last 24 months must be addressed in Item 10 (last page) of the SF 255. This is not an RFP.
