C -- INDEFINITE DELIVERY CONTRACT FOR VALUE ENGINEERING SERVICES SOL DTCG47-96-R-3EFK22 DUE 082996 POC Contact Mrs. Carol Anton, Contract Specialist (804) 858- 6238, ext. 207, Mrs. Wanda Cortesini, Contracting Officer (804) 858-6238, ext. 210 Provide professional value engineering services for various project as directed by task orders to this contract. Value Engineering Services shall be performed by a qualified firm or persons having Certified Value Specialist (CVS) credentials which qualify them to perform such services. The value engineering services will be conducted immediately following completion of the conceptual design stage of the project and shall consist of a value engineering study by a multi-discipline team of professionals meeting for not more than one week. The study group will follow the job plan as recognized by the Society of American Value Engineers (SAVE). A value engineering analysis report resulting from this team study shall encompass the recommendations of the value engineering study team with a goal of reducing project cost without sacrificing function. The services will be provided under a 12-month Indefinite Delivery Contract (IDC). Under an IDC, individual firm fixed price task orders for specific services are negotiated when the need for services arise. Each IDC is guaranteed a minimum of $5,000.00 and is limited to maximums of $100,000.00 per task order and $500,000.00 total for all task orders. The Government reserves the right to exercise a one-year option subject to the same dollar threshold limitations of the basic year as stated above. Anticipated award date is October 1996. The following evaluation criteria are applicable to one or more of the factors included in Note 24: (1) Specialized experience of the firm and technical competence in value engineering; (2) Professional capacity to accomplish the work as scheduled; (3) Professional qualifications necessary for satisfactory performance of required services; (4) Past record performance on DOT and other government and private industry contracts in terms of quality of work, ability to meet contractual performance/delivery schedules, accuracy of construction cost estimates, and A/E- client relationship; (5) Minorities and women in all job classifications, considering availability in the general area; and, (6) Ability of adequate personnel to perform the required services. Preference will be given to firms located east of the Rocky Mountains. Firms desiring consideration should submit appropriate data as described in Note 24 to the address indicated above not later than 4:30 p.m. on August 29, 1996. This is not a Request for Proposal. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization has programs to assist minority, women- owned and disadvantaged business enterprises to acquire short- term working capital and bonding assistance for transportation- related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000.00 per contract to provide accounts receivable financing.
