a modification to the synopsis published in issue number PSA-1403
dated Friday, August 4, 1995, page 4, which was previously modified in
issue number PSA-1519 dated Monday, 29 January 1996, page 6. The
Government intends to expand the scope of this effort to include
maintenance and enhancement of the Combined Mating and Ranging Planning
System (CMARPS). CMARPS is used by USSTRATCOM as a strategic
reconnaissance and theater mission planning tool which optimizes
planning, allocation, and scheduling of air refueling assets during
peacetime, crisis, contingency, and wartime. CMARPS is composed of
Contingency Mating and Ranging Program (CMARP), the Tanker Mating and
Ranging Program (TMARP), and the Graphically Supported Interactive
Control System (GSICS) which provides an integrated set of tools to
plan the refueling support, ranging from a single aircraft or cell up
to a total force deployment. TMARP addresses the force level air
refueling problem. The contractor shall provide the Government systems
engineering and technical support for CMARPS to include on-site
program support, integration technical support, software maintenance,
data base maintenance, technical and system engineering support. The
contractor shall possess the following minimum qualifications:
familarity with reconnaissance and theater mission planning and CMARPS,
with at least five years experience as a systems programmer with C,
dump analysis, and debugging and troubleshooting applications; at least
five years experience with FORTRAN, to include dump analysis, debugging
and troubleshooting; ability to resolve interface problems with
existing Strategic Weapon Planning System (SWPS) applications; working
knowledge and a minimum of five years experience with Sun Hardware or
compatible workstaton hardware and associated software (i.e. UNIX,
Solaris); ability to identify and resolve conflicts between different
vendor software; ability to identify and correct communications
