202/942-1693. The Federal Retirement Thrift Investment Board (Board)
administers the Thrift Savings Plan (TSP) for Federal and Postal
employees. The TSP is a retirement savings plan, with assets in excess
of $38 billion, similar to private sector 401(k) plans. The current
TSP Recordkeeping System is a large COBOL application using CA-IDMS in
a shared IBM resource environment supporting over 2 million accounts.
The system was designed and implemented incrementally over a 9-year
period in response to changing program and statutory requirements. The
Board has evaluated the current system's capacity for additional
changes, including daily valuation of accounts and the addition of new
investment funds, and has decided to replace the current system with
a new integrated system. Prospective offerors must meet certain minimum
requirements as detailed in Section M of the solicitation, among which
are the following: (1) having been in business for at least five
years; (2) experience in the management of software development
projects; (3) experience in the design, development, and implementation
of software systems; (4) experience in the design of integrated
software systems using various technologies, including client/server
architecture, local area networks and call center technology; (5)
experience in the development of daily valued recordkeeping software
for at least two organizations; (6) experience in recordkeeping and
design of 401(k) or similar retirement programs; and (7) security
clearances for the offeror and selected personnel at the Secret Level.
The solicitation is expected to be available on or about July 31,
1996. Interested parties are invited to submit requests within fifteen
(15) days of the appearance of this notice. Requests may be either in
