VanHorn, Phone (703)342-1825 The Naval Air Systems Command intends to
procure Contractor Advisory and Assistance Services in support of the
Contracts Competency, AIR-2.0. Solicitation N0019-96-R-0040 will
contain a base year plus two option years averaging approximately
27,000 hours per year. The services include highly specialized
technical, engineering, legal and administrative services in order to
support NAVAIR claims, requests for equitable adjustment and defective
pricing actions appealed to the Armed Services Board of Contract
Appeals. Due to the nature of the Government's requirement, the
contractor must maintain facilities that are located within fifteen
(30) miles of the main gate on Navy Litigation Office located in
Crystal City, Virginia. To be considered for award, the contractor must
have a secret security facilities clearance. Pursuant to FAR 19.703(a)
the following applies: This requirement is offered for limited
competition to eligible 8(a) concerns; the SIC code for this
requirement is 8711. This procurement is 100 percent set-aside for 8(a)
firms whose average annual receipts for their preceding three fiscal
years do not exceed $20 million. Interested 8(a) firms are encouraged
to request a copy of the solicitation as expeditiously as possible. The
Navy intends to release the Request for Proposal (RFP) via the

within the body of the response. Internet responses without the
aforementioned addresses will not be recognized. The solicitation will
be made available only over the Internet in Word 6.0 format and will
reside on the NAVAIR Home page, located on the World Wide Web (WWW).
Hard copies will NOT be available for pickup or mailing. The WWW server
may be accessed using client browsers such as MOSAIC and NETSCAPE.
