233-5446, (Site Code DAAK60) The U. S. Army Natick Research,
Development and Engineering Center is conducting Market Research to
compile a list of Body Armor Manufacturers who are currently producing,
and have available, ballistic protective vest cover with collar, chest
and groin protection or who can produce ballistic protective vest
cover with collar, chest and groin protection with a minimal
development effort. The requirements are as follows: Minimum ballistic
protection for the vital organs (chest area) against the 16 grain,
right circular cylinder (RCC) at V50, 4400 feet per second and for the
areas outside the vital organs including the sides and back when worn
with the Personnel Armor System for Group Troops (PASGT) Vest against
16 RCC, at V50, 2300 feet per second; the collar shall provide
protection against 16 RCC, at V50, 2000 feet per second (16 RCC, at
V50, 4400 feet per second for front section of collar); the groin
protection shall provide protection against 16 RCC, at V50, 4400 feet
per second; the design shall allow for removable chest protection while
collar and groin protection shall be separate and detachable, visual
camouflage against detection; sizing system shall fit over all sizes of
the Personnel Armor System for Group Troops (PASGT) Vest and future
developmental torso body armor; maximum weight of 8.5 pounds for medium
size vest with separate and detachable collar; 8.25 pounds for vital
organ protection; and 8.25 pounds for separate and detachable groin
protector. Interested firms must submit within thirty (30) days
following the publication of this synopsis, information on their
products. This should include as a minimum, and item description which
details the material descriptions, any ballistic certifications,
illustrations with corresponding descriptive information, previously
related experience, personnel resumes, list of facilities (and
locations), and any other specific information which the firm believes
demonstrates its ability to perform the proposed work. In addition,
include whether the firm is a small business or a small disadvantaged
