301-975-6330 The National Institute of Standards and Technology (NIST)
has a requirement for a contractor to formulate and solve mathematical
equations for a new crystalline interface formulation for the evolution
of shapes. In particular, equations in this new formulation that
produce crystal edges and corners will be regularized, taking into
account anisotropies, faceting, surface energies, and corner energies.
Analyses of diffuse-interface, sharp-interface, surface motion, and
stepping phenomena will be prepared and modified in accordance with
this new formulation. The offeror shall describe in detail the proposed
methodology for performing the study above, including proposed
estimated hours and hourly labor rate. The study is to be conducted at
the contractor's site. A PhD in mathematics is a mandatory
requirement. This solicitation, No. 52SBNB6C9252 is a Request for
Proposal (RFP). The solicitation document and incorporated provisions
& clauses are those in effect through Federal Acquisition Circular 33.
The associated Standard Industrial Code (SIC) for this requirement is
8732, and the small business size standard is $5 million. The
Government anticipates award of a fixed-price type contract, with a
base year and two 12-month option periods. Delivery of a report is
required on the last normal working day of the twelfth month following
the effective date of the contract base or option year, FOB
Destination to the Contracting Officer's Technical Representation.
Evaluation factors follow: (i) technical capability of the methodology
proposed to meet the Government requirement; (ii) past performance,
and (iii) price, in decreasing order of importance. Technical and past
performance, when combined, are significantly more important than
price. All responsible sources may submit an offer which will be
