firm fixed price contract. Architectural-Engineering services are
required to perform a study to include the evaluation of the existing
480 volt electrical distribution system in and around Bldg 700 at
FNMOC; determine the impact resulting from the planned disconnection of
the Cyber computer (400 Hz power) by end of 1996; re-configure the
power feeds on the existing 480 power systems including modernizing the
motor control centers; provide cost estimates for the various
components and/or phases of the project. As a supplement to a hard copy
of the study, the A-E should transfer the information on 31/2''
diskettes in a WordPerfect 6.1 or later format, which will be part of
the deliverables. All drawings produced should be submitted as a hard
copy and on 31/2'' diskettes in the AutoCAD R13 format. Time for
completion of the contract is 160 calendar days from notice of award.
Selection will be based upon the following criteria, which are numbered
in order of importance: (1) Experience: Specialized (both government
and private) and technical competence of the firm, its proposed
personnel and consultants for the type of work required completed
within the last five years; (2) Qualifications: Professional
qualifications of the staff proposed for this work specially on related
projects addressed in criteria (1) above; (3) Quality Control Process:
Submit a summary presentation of the firm's internal quality control
program; (4) Past Experience: Past performance (with emphasis on
similar efforts cited in criteria (1) and (2) with government agencies
and/or private industry; (5) Location: (a) location of firm in general
geographical area of the Naval Postgraduate School and (b) ability of
the firm to ensure timely response to request for on-site efforts; (6)
Capacity: Ability of the firm to accomplish the contemplated work
within a minimum reasonable time limit; (7) Volume of work previously
awarded to the firm by the Department of Defense over the past 12
months. See Note 24 for general submission requirements. Interested
firms that have the capabilities to perform this project must submit a
SF 254 (unless a current one is already on file) and SF 255, U.S.
Government Architect-Engineer Qualifications, to the office indicated
above. This is a 100% set aside for Emerging Small Business Concerns.
An ``Emerging Small Business'' means a Small Business Concern whose
size is no greater than 50% of the Numerical Size Standard applicable
to the Standard Industrial Classification (SIC) Code assigned to a
Contracting Opportunity. A concern is small if its preceding three
fiscal years did not exceed 2.5 million. The Standard Industrial
Classification Code assigned is 8712. Firms responding to this
