Island's Torpedo Test Facility Complex (currently consisting of
approximately sixteen test areas and research laboratories).
Anticipated efforts include:facility operational support, including:
generating operational and test procedures; operating test, hydraulic,
pneumatic, and electrical equipment; conducting all test procedures;
preparing torpedo test vehicles for in-water ranging; preventive and
corrective maintenance of the facilities and equipment preservation,
calibration, and repair; facility upgrade and modification support,
including: analysis of current facility capabilities and limitations
and providing recommendations for improvement; installing and testing
modifications and new systems; preparing system documentation;
maintenance of associated engineering documentation, including hardware
and software engineering drawings, specifications, and facility
operating procedures; maintaining control of plant account equipment,
hazardous material, and torpedo hardware and establishing property
control procedures; maintaining data baselines and performing logistics
data support; configuration management support. Anticipated contract
type is definitive, Cost Plus Award Fee (CPAF). Solicitation is on an
Unrestricted basis, with evaluation criteria consisting of: Technical
Approach; Past Performance; Personnel; Management Approach; and,
Facilities (drafting). Contractor must have Facility/Safeguarding
Clearance to SECRET level. During performance the contractor is
responsible for obtaining proper certifications for its employees to
handle explosives and OTTO Fuel II. Anticipated level of effort over
five year period of performance is 373,750 hrs. SCA applies- Wage
Determination has been requested for Newport County, RI, but other
possible places for performance is unknown (FAR 52.222-49 applies).
Additional WDs will be requested if asked to do so, in writing, by
offerors- requests must be received by 30 AUG 1996, 12:00 noon. We
intend to make a single award. Effort represents a follow-on to
N66604-92-C-C599, which was competitively awarded to Vitro Corporation.
Anticipated RFP release date is: 96 AUG 15. All requests for the
