The Naval Air Systems Command intends to negotiate a provisioned item
order under the Integrated Defensive Electronic Countermeasures (IDECM)
engineering and manufacturing development contract with Sanders, a
Lockheed Martin Company. The order will require the contractor to
perform tasks to develop the IDECM Fiber Optic Towed Decoy (FOTD) for
the unique requirements of the U.S. Air Force U-2 aircraft. The order
will include analysis of installation locations complete with
aerodynamic and environmental studies, definition of necessary IDECM
FOTD modifications or commonality impacts as a result of the possible
integration into the U-2, manufacture of IDECM FOTD mass models for the
U-2, performance of U-2 qualification safety of flight tests and
support of IDECM FOTD flight testing on the U-2. This synopsis is for
