602-8116x421. The Navy anticipates issuing a competitive solicitation
to acquire a shipboard integrated voice communications system (IVCS),
associated spares, training, provisioning technical documentation
(PTD), and provisioned item orders for LHA 5, plus options in FY98 for
LHA4, FY99 for LHA 1, and FY00 for LHA 2 and LHA 3. In addition, the
proposed contract will contain provisions to procure for other ship
classes (including but not limited to LPD 17, CVN 68, DDG 51) IVCS
system engineering, equipment, and life cycle support items. The Navy's
objective is to obtain a standardized IVCS shipboard solution for
existing and selected future ship classes. The primary mission of the
IVCS is to support the functional collection, transmission, and
distribution of orders and information for interior ship voice
communications and data. The RFP will require each offeror to design a
limited, demonstration model IVCS that will illustrate the
contractor's understanding of mission requirements, economic feasible
application of COTS and NDI hardware, and the design effort required
for total ship integration. The demonstration will be considered in the
source selection evaluation. The successful contractor will use the
proposed generic design as a baseline. Prior to issuing the RFP, the
Government desires industry review and comment on the proposed
specification and statement of work. The draft specification will be
available by 9 August 1996, and the draft Statement of Work will be
available by 30 August 1996. We anticipate both documents being located
