notice constitutes a Request for Quotation (RFQ) for Backhoe/Loader,
used or reconditioned, 1994 or later model, 2,000 hours or less of use,
John Deere Model 510 D or Caterpillar model 436 B or equal with all
OSHA required safety equipment, 1 year warranty and the following
salient features: (1) rubber-tired wheels, (2) enclosed cab, and (3) 4
X 4 drive -- less trade-in of a 1978 CASE loader/backhoe, serial #
9127948. Delivery of the items to White Sands Test Facility (FOB
Destination) is required within 30 days. This notice serves as the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This procurement is being conducted under the
Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA). If other than the brand name
identified is quoted, then the quoter shall indicate the manufacturer,
brand, and model/ part number quoted and provide a description in
sufficient detail to show that the product quoted meets the brand name
identified. The quoter shall provide a description (including
manufacturer, brand, and model no.) in sufficient detail to show that
the product quoted meets the specifications included in this notice. If
the end product(s) quoted is other than domestic end product(s) as
defined in the clause entitled ''Buy American Act Supplies,'' the
quoter shall so state and shall list the country of origin. The quoter
shall provide evidence of an established catalog or market price which
may be an excerpt from a catalog, price list, schedule, or other
verifiable and established record. The quoter shall state in their
quote their size status for this procurement as well as whether they
are minority or woman-owned. The SIC code is 5082 and the size standard
for this procurement is 100 employees. -- The provisions and clauses in
the RFQ are those in effect through FAC 90-37 -- This procurement is a
total small business set-aside -- Quoters shall provide the
information required by FAR 52.212-1 -- The quoter shall complete FAR
52.212-3 and submit it as part of their quote -- FAR 52.212-4 and
52.212-5 are applicable with the exception of 52.212-5(b): 52.203-6,
52.203-10, 52.219-8, 52.219-9, 52.219-14, 52.225-9, 52.225-18,
52.225-19, 52.225-21, 52.247-64, 201- 39.5202-3, and all of 52.212-5(c)
-- An ombudsman has been appointed to hear concerns from quoters,
potential quoters, and contractors during the preaward and postaward
phases of this acquisition -- The purpose of the ombudsman is not to
diminish the authority of the contracting officer or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to the appropriate Government
personnel and to work to resolve them -- When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern
-- The ombudsman does not participate in the evaluation of quotes, the
source selection process, or the adjudication of formal contract
disputes -- Interested parties are invited to call the installation
ombudsman, Susan H. Garman at 713-483-0490 -- Concerns, issues,
disagreements, and recommendations which cannot be resolved at the
installation may be referred to the NASA ombudsman, Thomas S. Luedtke
at 202-358-2090 -- Before consulting with any ombudsman, interested
parties must try to resolve their concerns with the contract specialist
or the contracting officer -- DO NOT CALL THE OMBUDSMAN FOR
SOLICITATION REQUESTS/INFORMATION -- Questions regarding this
acquisition must be submitted in writing to the contract specialist via

(505) 524-5134. Quotations are due 15 days after publication of this
notice in the Commerce Business Daily and must be submitted to the
address specified above to the attention of the Contract Specialist.
The quotation must include Representations and Certifications which may
be obtained via the Internet from the JSC Procurement Home Page under
Procurement Reference Documents. Selection and award will be made on an
aggregate basis to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. The period of
time expected for the Contracting Officer to solicit/evaluate vendor
quotes and issue the purchase order will be approximately 20 days from
publication of this notice in the CBD This procurement is a total
small business set-aside. All responsible sources may submit a quote
which shall be considered by the agency. These documents reside on a
World-Wide Web (WWW) server, which may be accessed using client
browsers, such as, MOSAIC or NETSCAPE. The WWW address, or URL, of the
