58 -- NAVSTAR INTERIM GLOBAL POSITIONING SYSTEM (GPS) REQUIREMENT SOL F04701-96-R-0020 DUE 070296 POC Technical Contact Point: Capt John Phillips, (310)363-0758; Contracting Officer: Mrs. Caroline (CC) Coleman, PCO, (310)363-6360; Contract Negotiator: Capt Rich Nolan, (310)363-6999. This synopsis/solicitation is intended to fulfill urgent operational requirements for an Interim Global Positioning System (GPS) Support Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and the solicitation and SF 1449/model contract can be found at the WWW site at http://www.laafb.af.mil/SMC/PK/GPS/RFP.HTM. F04701-96-R-0020 is issued as a Request For Proposal (RFP). For the basic portion of the contract offerors shall provide 500 Hardware Kits, operation and installation training, and 364 operation and installation training tapes. Hardware Kits will consist of one handheld GPS receiver, associated aircraft installation equipment, and operational and maintenance manuals. Installation equipment shall include as a minimum an external antenna with cable and an external power cable. Handheld GPS receivers shall provide the following minimum capabilities: (1) At least a 2.5 inch moving map display, (2) alpha-numeric keypad with not more than three characters/functions per key, operable while wearing flight gloves, (3) not less than 99 programmable waypoints, (4) estimated time enroute/time of arrival, (5) altitude information, (6) ground speed in knots, (7) course deviation display with remote display capability, (8) distance to next waypoint, (9) cross track information, (10) wind information, (11) satellite tracking information, (12) aircraft track information, (13) mission specific pages setup, (14) storage of commonly flown routes, (15) display of ground speed, distance to next waypoint, time to next waypoint, cross track, and aircraft track information on one screen, (16) updateable and storable worldwide database, updateable at unit level (note: if offeror divides worldwide database into regions, all regions must be delivered with each receiver), (17) single stroke toggle between screens, (18) night illumination of keypad and display with adjustable lighting, (19) operable on disposable or rechargeable battery, (20) operable on external aircraft power, (21) electromagnetically compatible with other aircraft systems as defined by RTCA/DO-160C, Section 15, Magnetic Effect as well as performance parameters demonstrated in Test Methods RE102, CE102, and RS103 of MILSTD-461D. For option 1 of the contract offerors shall provide 1,144 Hardware Kits and 55 Handheld GPS receivers. Offerors are advised that funding is not currently available for option 1, but if funding becomes available on or before the contract award date the Government may exercise option 1 at such time. Interested offerors shall submit a Technical Proposal, Delivery Plan, Cost Proposal, past performance information (reference FAR clause 52.212-1(b)(10)), and completed SF 1449/model contract to SMC/CZK (ATTN, CC Coleman), 2435 Vela Way, Suite 1613, Los Angeles AFB, CA 90245-5500 received no later that 1200hrs, 15 Aug 96. Technical Proposals shall consist of Statements of Capabilities (SOC), product literature, and technical features which clearly show they comply with the governments minimum technical requirements listed above. Also include as a part of the technical proposal and an attachment to the contract, your companies best commercial, customary warranty provisions. Delivery Plans should include (but are not limited to): current stock levels, long lead items, production capability, subcontracts, and schedule risk mitigation. All offerors shall make their offers good for a period of 90 days. Sometime up until 3 days before proposals are due all offerors shall call Capt Nolan at (310) 363- 6999 and schedule themselves for a product demonstration. All presentations will be a half an hour in duration and be scheduled between 1200 and 1800 hrs, 15 Aug 96. Each offeror will give a product demonstration which clearly shows an ability to meet the governments minimum requirements for the GPS handheld receiver listed in Section C of the addendum to SF 1449. If an offeror fails to meet the Governments minimum requirements in the product demonstration of the handheld receiver that offeror will be determined to be non-responsive and their proposal will be rejected. The selection by the Source Selection Authority (SSA) will be based upon the evaluation of each proposal in terms of its ability to satisfy the RFP requirements and provide Best Value to the Government. In making the assessment of Best Value, the Government will evaluate offerors proposals based on the following factors: price, technical capability in meeting the governments requirements, past performance, and capability to meet schedule with all factors being of equal importance. The government will then weigh the unique best value features described in the offeror's standard form 1449 (to include certification of minimum technical requirements), technical proposal (to include best commercial, customary warranty provision), past performance, and delivery plan with overall contract cost. The government shall select the source whose offer will provide the Government with the greatest value in terms of performance and other factors. The government intends to evaluate offers and award a contract without discussions with offerors, reference FAR clause 52.212-1 (g), on 16 Aug 96. Therefore, the offerors initial offer should contain the offerors best terms from a price, schedule and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary. The Government may reject any or all offers if such action is in the public interest, and waive informalities and minor irregularities in offers received. The Government intends to pursue full and open competition. Small businesses having the capability to provide such effort are encouraged to participate. All responsible sources may submit a proposal which shall be considered by the Government. Offerors shall use a Standard Industrial Code of 3812 and a small business size standard of 750. All FAR, DoD FAR Supplement and other Supplements as applicable thereto are incorporated into this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-38. A complete set of terms and conditions applicable to this acquisition are set forth in the model contract on the WWW site. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the solicitation phase. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendation to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
