The Naval Command, Control and Ocean Surveillance Center Research, Development, Test, and Evaluation Division (NraD) San Diego intends to procure services, on a full and open competitive basis, to order technical support for the USMC Tactical Warfare Simulation (MTWS) and MTWS follow-on models. The support will include systems analysis, systems design, software requirements analysis, software design, development of simulation models, testing, installation and training related to the development and maintenance of MTWS as a system capable of interoperability with tactical C4l systems, and live and constructive simulation systems. Also included is analysis, software design and development required for joint warfare modeling and simulation. The contractor will provide project management, configuration management, quality assurance activities and documentation to support the technical work required. All of the activities shall be consistent with integration into the Joint Maritime Command Information (JMCIS) architecture. A cost plus fixed fee, indefinite delivery indefinite quantity contract is anticipated. Contractor must have, or be able to possess, a security clearance at the SECRET level. The services will consist of a four year base period and a one year option period. The estimated level of effort (inclusive of the option) is 280,800 hours. The applicable SIC Code is 7371.
