National Institute of Child Health and Human Development (NICHD) has a
continuing requirement for a Developmental Studies Hybridoma Bank
(DSHB). The DSHB will continue to obtain store and distribute
hybridomas and/or antibodies for research on developmental biology
during a three year phase out period of the project in which the NICHD
will provide progressively small amounts of funding. The DSHB will
also perform all of the bookkeeping, order-taking, advertising, and
interactions with the scientific community. The NICHD has supported the
Developmental Studies Hybridoma Bank (DSHB) for the past ten years with
two consecutive five year contracts to the Johns Hopkins University.
The contractor has been providing two types of functions: 1) identify,
acquire, store, and distribute hybridomas and/or their products
(antibodies) that have been demonstrated to be useful to study
embryonic development; 2) produce, characterize, and distribute
hybridomas/ antibodies that are expected to be useful to study
embryonic development. The University of Iowa, subcontractor for Johns
Hopkins, has maintained the DSHB on both of the NICHD contracts while
Johns Hopkins, the prime contractor, has produced the antibodies to
human cluster determinants. The portion of the project performed by the
Johns Hopkins University will be completed on October 31, 1996. As a
result, the NICHD plans to award a three year contract to phase out
support of the DSHB, to the University of Iowa, using other than full
and open competition in accordance with 41 U.S.C. 252 C (1) and FAR
6.302-1. At the end of the three year period, the NICHD will provide no
further funding for the DSHB. The purpose of this synopsis is to
determine whether there are other sources capable of meeting the
Government's requirements as described. Capability statements should be
submitted within 45 days of publication of this synopsis to Mr. Charles
