evaluate environmental quality of outermost Cook Inlet and Shelikof
Strait, Alaska, in relation to pollutant transport from past, current,
and proposed offshore oil development and transportation. First, the
literature of contaminant studies in Cook Inlet/Shelikof Strait
Planning Area will be reviewed and summarized and a planning meeting
will be held to develop scientific consensus for protocols, the best
sediment and biomarkers parameters to be monitored, sampling strategy,
and hypothesis testing. Sampling cruises will be conducted the
following two summers in outermost Cook Inlet and Shelikof Strait.
Results from the first cruise will be used to reexamine and refocus
sampling in the second year. Note that these field programs will entail
a significant logistics component. The response date for proposals will
be 30 days following issuance of the RFP. The RFP will be available
approximately two weeks from the date of publication of this notice.
Requests for the RFP must be in writing or by FAX (FAX number is
703-787-1009). Telephone requests will not be honored. Please note that
interested parties MUST demonstrate that they are qualified to perform
the work by providing a Capabilities Statement (original and 3 copies)
detailing: (1) your key personnel (those who would have primary
responsibility for performing the study) with their qualifications and
specific experience; (2) your organizational experience and
facilities; and (3) specific references (including contract number and
project description, dollar amount, client identification with point
of contact and telephone number) for previous work of this nature that
your key personnel and organization have performed within the last two
years. (References will be checked.) Capabilities Statements will be
evaluated based upon your key persons' skills, abilities and
experience; your organizations's experience and past performance
(including number, size and complexity of similar projects, adherence
to schedules and budgets, effectiveness of program management,
willingness to cooperate when difficulties arise, general compliance
with the terms of the contracts, and acceptability of delivered
products). Capabilities Statements will be due by 3:00pm EDT SEPTEMBER
